Independent Councillor Bernard La Roche exposes Rough Justice from Council Standards Committee

A number of complaints have been made against Councillor John Worrow by members of Thanet Conservatives and their supporters that are very questionable. Councillor Worrow was a victim of a homophobic hate voice mail from North Thanet Conservative member Councillor Ken Gregory saying "WITH A BIT OF LUCK YOU'LL GET AIDS" the standards committee at Thanet council decided that Gregory was off duty when he committed the hate crime. BUT the committee made Councillor Worrow apologise to a former councillor despite the fact Cllr Worrow was in the right. Councillor La Roche speaks about this. A number of other questionable complaints have be made by Thanet Conservative Councillors against Cllr Worrow since he dared to expose their actions

International Olympic visit to Margate

Margate received fantastic feedback following an international press visit by journalists who covered the London Olympic Games this month.
The journalists’, who included representatives from China, Japan, the United States and other parts of the UK, came to the original seaside town as part of an initiative to help them explore places outside of the capital.
Organised by Visit Kent in partnership with Visit England, Thanet District Council and local tourism businesses, the reporters’ itinerary included Turner Contemporary and lunch at the Walpole Bay Hotel. The media party also took in the local sights when they toured the Shell Grotto, Tudor House and Margate’s Old Town and were also given a presentation on the future plans for Dreamland.
The council’s Cabinet Member for Community Services, Cllr Iris Johnston, said: “The London Olympics received glowing praise from the international media and really sold the country to the outside world.
“It’s important, therefore, for us to capture this positive opinion that the outside world has of the UK. By bringing the international journalists to Thanet, we’ve shown them what’s on offer beyond London.”
She added: “The feedback that we received from the journalists on the day was tremendously positive, and I know that they took many happy memories with them. We’re very much looking forward to reading their coverage of the visit and hope they will feel inspired to visit the area again!”

WHAT WERE THREE NAZIS DOING IN BROADSTAIRS

A Nazi spy operates from a bungalow. A man who became the infamous Lord Haw-Haw teaches at a local school.  A monocled conman sells fascist literature in the high street.

Amazingly, three extraordinary Nazi figures were at work in the sleepy resort of Broadstairs, East Kent in the 1930s – and now a new article published this week, argues that their activities were NOT a coincidence.

The article’s author Norman Thomas said: “I think it has to be more than a coincidence that these exceptional pro-Nazi characters were all active in Broadstairs in the years before the war.”

Mr Thomas’s article tells the strange story of the three Nazis and how they came to be in Broadstairs in the 1930s.

The Nazis were William “Lord Haw Haw” Joyce who broadcasting pro-Nazi propaganda from Berlin during the war, Arthur Tester who lived in a mansion on the North Foreland estate above Broadstairs and Hermann Goertz, a German spy who lived in a bungalow in Broadstairs while he collected information about Britain’s air defences.

Mr Thomas believes the three Broadstairs Nazis were working together – and possibly working on a plot to undermine Britain’s defences.

“These men were all maverick operators,” Mr Thomas said. “They were all strong believers in the victory of Nazi Germany over Europe, and they all came to Broadstairs in the years immediately before the outbreak of war.

“I believe they had a common aim – and that was to help Hitler achieve his ultimate victory.”

The article is the first in a series about the history of fascism in Thanet, East Kent, which will be published in the September issue of the monthly Thanet Watch magazine.

Thanet Scrutiny Chairman Frightened to Think about Future for Vulnerable Older Citizens

Thanet District  Council Scrutiny Panel  will be quizzing Kent County Council Social Services bosses on Monday 3rd September  about their decision to means test and charge vulnerable older people up to £40 per day for using the Minnis Bay Day  Centre, Birchington.
Scrutiny Panel Chairman, Councillor  Ian Driver said “KCC tried to close the Minnis Bay Day Centre less than a year ago, but had to retreat in the face of massive public opposition”.
“ Some people have suggested to me that the decision to introduce fees is a deliberate ploy by KCC  to cut down on the number of people using the Centre which will then provide an excuse to  revisit the closure plans. I certainly intend to explore this theory with Anne Tidmarsh and Councillor Graham Gibbens of KCC and seek their assurances that there are no back-door closure plans”.
He went to say  “According to the 2011 census 38,000 people in Thanet are 60 or over, that’s 28%  of the total population. This is well above the national average and  means that Thanet has  the largest older population in Kent”.
“Many of  our older people are extremely vulnerable  and day centre care is a very important source of  support for  them.  Sadly , Thanet has already lost much of its day centre capacity with the closure of Age Concern Ramsgate last year”.
“ If the Minnis Bay Day Centre was to close then  it will be extremely difficult to find alternative services for the current users.   I am extremely  frightened about the future for Thanet’s vulnerable older people, their families and carers. How will they manage if important services are closed?  We need to have a major rethink about how we can support our older people”.

Seaside Sewage Spill Investigation Announced

Chairman of Thanet District Council’s  Overview and Scrutiny Panel, Ian Driver, announced this week the launch of a major enquiry into the spillage of raw sewage into the sea off Margate earlier this year.
The spillage from the Southern Water operated Foreness Point Pumping Station,  took place over the Queen’s Jubilee Bank Holiday  and  led to the closure of all of Thanet’s award winning beaches for  almost one week and the  loss of trade for many local businesses.
Said Driver, “We have now agreed a series of dates with all the key players involved in this major pollution incident and will be holding meetings with them over  September and October . The meetings are scheduled for -
·         6th September 2012 the  Council Chamber @ 7.00 pm - Interviewing Thanet Council officers
·         17 September 2012 – Council Chamber @ 7.00 pm - Interviewing Environment Agency officers
·         9 October 2012 Council Chamber @ 7.00 pm - Interviewing Southern Water officers
·         11 October 2012 - Council Chamber @ 7.00 pm - Interviewing public and Business Community

“The purpose of the investigation is to find out  how effectively Thanet Council, the Environment Agency  and Southern Water managed this serious environmental pollution incident,  and whether any lessons can be learned which might improve the way we  respond to any future incidents. The meetings are open to the public and I would encourage anyone who is concerned about how we manage our beaches and deal with pollution to come along” said Driver .
He also called on  local business and anyone using Thanet’s  beaches over the Jubilee Bank Holiday who was affected by the sewage spillage to come forward if they wished to give evidence. “We have scheduled a special meeting on 11 October at 7pm were local businesses and members of the public can tell us how the spillage impacted on them and to let us have their views on well the situation was handled. If you would like to give evidence please e-mail me at cllr-Ian.Driver@thanet.gov.uk
Once it has heard all the evidence, the Scrutiny Panel intends to make recommendations about any improvements which could be introduced to manage any future sewage pollution incidents more effectively.

ROCK IN THE PARK AND WANTSUM JAZZ

August Bank Holiday weekend may be over, but there’s still something to enjoy. The Friends of Ellington Park are gearing up for another big event. In collaboration with Wantsum Jazz, they are mounting a music fest at the bandstand in Ellington Park, Ramsgate on Saturday 1st September from 12 – 7 pm.
The music leads off with the Beach Babes, fronted by Steve Ansell from Hot Chocolate. They promise funky street music in the tradition of James Brown. They will be followed by the Laurence Cottle Quartet. Cottle is a world renowned jazz musician specialising in Jazz Fusion. For this gig, he will be bringing down a four piece band that promises to play some exciting music.
Syd Arthur will also be coming from Canterbury. Although familiar from the previous two Jazz Festivals, they have put together a range of newly-inspired music and promise to be an exciting band.
Fresh from performing to a crowd of 50,000 people (yes, 50,000) at the Guildford Festival, we are proud to welcome Trenchtown. They describe themselves as ‘a celebration of the spirit of reggae music, paying homage to those that not only inspired a generation but those that changed the world through the power of their music. A collaborative project with a lineup including Trevor Boucuad AKA Passion – Rebel Uprising, and Brian Tuitt –Bad Manners. ‘On a mission to explore reggae music in its rawest form.’
The day will end with some rousing, raw rock from Benzie led by their powerful female vocalist, Coralie.
This will be a day to remember. Food and drink will be available on site and, come rain or shine, the trees will act as a perfect canopy.

CABINET GIVES BACKING FOR NEW SKATE PARKS

Thanet District Council’s Cabinet gave its support last night (23 August) to investigate the upgrading of the district's skate parks to provide new facilities in all three major towns.
This follows a number of requests from local skateboarders and a petition to full Council on 12 July 2012.
Thanet currently has several skate parks, three of which are council owned, one based in Minster is the responsibility of the Village Parish Council and the other is privately owned by Revolution.
Apart from the Hartsdown Park site, the council currently owns and maintains the skate parks at Lymington Road, Westgate and Warre Recreation Ground, Ramsgate.
A council project, commissioned in partnership with Sport England in 2009/10, indicated that skate park provision in Thanet compared favourably with other districts but the quality of facilities was a concern. The project report supported the justification for smaller skate parks spread across the district or one ‘super skate park’ for the whole of Thanet.
By opting for smaller sites, the Cabinet hopes that skateboarders and BMX riders can pursue their sport using state-of-the art facilities at locations across the district.
The cost of the work is estimated to be £150,000 to £200,000, and work will start following a consultation process with skate park users and nearby residents.
The council’s cabinet member for Community Services, Cllr. Iris Johnston, said: “The popularity of our existing skate parks and indeed Revolution is well known. However, I am very mindful of the improvements required at Hartsdown and the need for new facilities at Broadstairs and Ramsgate, closer to all users’ homes.
"At this time we can probably only afford £150,000 to £200,000. If we had agreed to one large central Thanet facility, many of the young people that approached us would be disappointed not to have one in their area."

INNOVATIVE SCHEME TO TRANSFORM CLIFTONVILLE WEST AND MARGATE CENTRAL

Plans for an innovative project aimed at transforming the housing market in two of the most deprived wards, Cliftonville West and Margate Central has been given the go-ahead.

A collaboration between Thanet District Council, Kent County.Council and the Homes and Communities Agency will see up to £21m being invested in ‘Live Margate’ Housing Intervention Project to encourage long-term regeneration and make Cliftonville West and Margate Centre more attractive and desirable places to live.

The organisations will work together to improve housing conditions, offer a wide range of accommodation for individuals and families and reduce the number of empty and derelict homes and the project will, replace empty and poorly managed buildings with high quality and well managed family housing to regenerate the area. The Housing Intervention will take advantage of the quality of the architecture in the area and through a combination of refurbishment and where appropriate redevelopment, will provide mixed tenure housing to meet the requirements of a sustainable and vibrant community.

This 10 to 15 year initiative is a key project and a priority that has been identified in the council's Corporate Plan 2012-16 and aims to tackle the socio-economic and environmental problems within the intervention area.

Over the years, Cliftonville West has seen an influx of one-bedroom flats and homes of multiple occupation (HMOs). As tourism has declined, many of the large Victorian properties, some previously hotels, have been converted as they have been attractive properties for landlords to buy, sub divide and rent. With a huge increase in this type of accommodation at the lower end of the rental market, it has led to a change in the type of properties and demographics in the area. As these properties have become easily accessible housing for benefit dependant individuals, they have become less attractive to prospective buyers wanting to invest.

In 2011, certain parts of Cliftonville West and Margate Central were designated as a selective licensing area under part 3 of the Housing Act 2004. This requires every residential premises, which is privately let to one or more tenants to be licensed by the council if it is within a designated area.
The project will work in conjunction with other schemes including Margate Task Force, Selective Licensing and Empty Property projects to tackle a range of issues that all have an impact on the area’s deprivation including unemployment, anti-social behaviour and poor management of privately rented accommodation - currently around 78% of properties are privately rented.

As part of the project, local communities living in these wards will be involved in the design aspect to help influence the look and feel of the regeneration of the area.

Cllr. David Green, Cabinet Member for Housing, said: “This project will see much needed investment in Cliftonville West and Margate Central to bring it back to its former glory and be somewhere where people want to live and invest into.
“This is part of a larger project and we know that intervention is key in transforming the housing market in these two areas. Despite many attempts and actions to tackle the issues, the area has continued to decline.
“We know this will be a challenge and will take time but to end this decline, we will purchase property that has been empty or neglected and make improvements. This will change the housing stock and encourage investment and new life into an area that was once a popular seaside location.  “Cliftonville West already comprises of a variety of homes that have rich character, making it a fine example of historic seaside architecture. Margate has already benefited from a significant investment in the Old Town and the Turner Contemporary Gallery and with the most recent announcement of the council being granted the Dreamland CPO, we are confident that these two wards will get back on the map and become desirable locations where people want to live and invest in.”
KCC Cabinet Member for Customer and Communities Mike Hill, said: “We recognise the real need to help these areas and a major boost to the housing market there will make improvements for residents and the local economy. Our commitment to regeneration in Margate can be seen by the creation of the Turner Contemporary gallery and the significant effect it is already having on local businesses, tourism and residents’ sense of pride in living there. Through this project we will be working closely alongside Thanet District Council to tackle the issues faced in Cliftonville West and Margate Central and create a brighter future for its residents.”
The next steps will be to identify and acquire empty properties to start refurbishing and let as affordable social housing.

Note

The Margate Task Force is a multi-agency programme focussed in the two wards of Margate Central and Cliftonville West which brings together a range of interventions including housing, health, employment working to bring about positive impact and outcomes in local communities.

Time to review Labour’s parking chaos

The Conservative Group at Thanet District Council is calling for an immediate review of parking fees and practices by the District Council.

Conservative Group leader, Cllr Bob Bayford stated:

‘Parking across the district is becoming one of the most frequent complaints from traders, residents, and visitors.  The review we started last autumn aimed simply to introduce a better scheme whereby all paid for the time they used (called linear parking); and local residents were aware where there were cheaper or, on Saturdays, free deals available to encourage trade in our high streets. When Labour assumed control, they took this idea and distorted it with political goals, ensuring that some areas were treated better than others, for example where they were dependent on independents to keep control of the council.’

Cllr Chris Wells, who drew up the principles of the original parking review added:
“The end result is that the 30% rise in on street parking fees in our high streets is killing rather than helping businesses, who are furious that 30p in every £ their customers put in parking meters represents a political bribe to keep a minority Labour administration in power.  A minority administration that has extended the charging time the public pay to park by 45%; and then quietly extended the opening hours of the Mill Lane car park in Margate, so Councillors and officers attending evening council meetings, do not have to pay the extra fees they have inflicted on the public.”

Cllr Bob Bayford concluded:  ‘This administration claims to be transparent and listening – so now they need to listen, admit they have got it wrong and review again, this time making all the details public.  Whatever your maths, an extended charging time of 45%; with on street parking up by 30%; can never mean an overall rise of 4% without something strange happening to the fees parkers pay.’
