A Summer Squall is about to sweep into town.....

Green Party Councillor Challenges Thanet Council Accounts

Green Party Councillor Ian Driver  has challenged the accounts of Thanet District Council for 2012-13.
In a letter to  the District Auditor, dated 12 August (1), Driver demands that a payment deferral agreement with  Transeuropa Ferries Ltd which led to  the Council losing £3.3million  following the company’s  liquidation in April 2013, be declared unlawful because it may have broken European Union  State Aid rules.
He also claims that legally binding financial  duties and the  Council’s own  Constitutional rules have been ignored in order to ensure that  the payment deferral  agreement was  kept “top secret”  and restricted to  a tiny group of top town hall  bosses and senior politicians (2).
Said Driver “I am appalled by what has happened! Throughout the 2012 -13 financial year Transeuropa Ferries was racking up debt to the Council  of more than  £100,000 per month, yet this reckless gamble with public money was deliberately hidden from virtually every elected councillor and kept off the public record so that Thanet taxpayers would not find out”.
“Had Council bosses and the Council Leader been open and honest about what was going on then I am certain  that action could have been taken to have reduced this astronomic  debt which will eventually have to be paid for by the taxpayer.”
“I sincerely hope that the  Auditor investigates my complaint and names and shames anyone who has acted improperly. There is no place in Thanet Council for anyone who breaks  financial rules and regulations and plays fast and loose with other peoples money”

If the  Auditor agrees that the management of the £3.3 million debt broke any laws  he can take the matter to court and ask for  these actions to be declared unlawful. He can also  issue a Report in the Public Interest which explains what the Council did wrong and what actions it must take in future to manage its finances more effectively(1).

Rock in the Park

Once again the Friends of Ellington Park are celebrating the end of the summer season with a fabulous free music festival. Come to the beautiful bandstand in the park on Saturday 31st August at 12 noon and listen to some great bands.

As usual, we have a mixture of musical styles designed to please the most discerning ears, starting with the tried and tested trad jazz band of Bert Butler and his Jazz Pilgrims. At 1.30, we have the mellow sounds of Ben Russell and the Charmers. Describing themselves as a New Age reggae band from Canterbury, their style is a cross between Bob Marley style reggae and the acoustic thumb picking of the John Butler Trio. They are followed at 3 o’clock, by Aurora, an East Kent band who offer an innovative and refreshing spin on Electro- Dance-rock with lashings of psychedelic & spacey phasing ~ light and shade for those who are unafraid! Ratcheting up the volume, The Peckham Cowboys will be playing at 4.30. Fronted by the charismatic Rock God, Mark Eden, they feature members who have played in Primal Scream, The Quireboys, Dogs D'Amour, The Ian Hunter Band, Mott the Hoople, Izzy Stradlin and Hanoi Rocks, amongst others. The closing set, at 6 o’clock, is performed by the outstanding Little Devils. Finalists in the New Brunswick Battle of the Bands, they are fronted by Yoka, ‘The Dutch Diva’ who’s got “the voice of an angel, with the devil trapped inside her”. Other band members have played with such legends as Jools Holland, Dana Gillespie and The Blues Band, and their music is guaranteed to be original. As always, the model railway will be running, there are play areas for the kids, various stalls offering food, drink and knick knacks, and there’s plenty of shade from the sun (or the rain) under the trees, and the park is in easy reach of the station for those who don’t want to drive.

Thanet District Council welcomes top volleyball players to Margate

This August will see top beach volleyball players from the UK and Europe warmly welcomed to Margate Main Sands.
Thanet District Council’s Sport and Leisure team have worked hard to gain the sport recognition and reputation, which has resulted in hosting this year’s volleyball England Tour Finals on the 24th and 25th August.
Sponsored by Hornby Visitor Centre in Westwood, this free event will be watched by thousands on Sky Sports TV, providing plenty of publicity for Margate’s beautiful beaches and facilities, providing plenty of entertainment for all.
Paul Chandler, Senior Marketing Manager at Hornby Hobbies Ltd said “Hornby are proud to sponsor the Margate Masters for a fourth successive year. We are delighted to be associated with such a significant sporting event; bringing World class beach volleyball to the town of Margate.”
The popular Crystal Palace ‘Crystals’ will entertain crowds throughout the weekend and plenty of prizes and giveaways will be available, aimed at encouraging everyone of all ages to become more interested in this ever increasing popular sport.
Councillor Iris Johnston, Cabinet Member for Community Services said “Thanet’s residents, businesses and visitors will have an amazing view of this elite sport on Margate’s wonderful beach. There will be so much happening that weekend and the council look forward to welcoming the players to Margate’s stunning sandy beach.
Iris continued “Thanet District Council offers so much with regards to sport, to keep the legacy of the Olympics alive and kicking. It is inspiring to know that there is so much available to keep people active and healthy.”

Protest against "lad's mags" 24th August

I feel very strongly that young girls and boys alike being exposed to the sexually unacceptable influences, subtle or unsubtle, of  'Lads Mags' that are indentified below. This all started, to some degree, because a woman called Caroline Craido-Perez was campaigning to use the image of Jane Austen on the £10 note. Caroline and a London MP Stella Creasy who supports her (and other women in public life), received, death, rape and bomb threats because of this action, mainly via social media networks..
 
WHAT IS THE LINK BETWEEN LADS MAGS DEMO AND THE ABUSE OF THE WOMEN MENTIONED ABOVE?
 
The deluge of tweets via social media companies (100/200 tweets (trolling) a minute) that Perez and Creasy (and others) received has widen the issue of why such an uncomplicated campaign to put Austen on a tenner has grown. Incidentally the abuse has not stopped with campaigners still subject to threats from accounts with names such as '@rapehernow'. The campaign was in the genteel line of descent from Wollenstonecraft and Pankhurst, but the method used - through social media - opened a flank to sex crazed, anonymous misogynists, misguided individuals, one so offensive as to require police attention. (Currently two men have been questioned by police about the tweet harassment). Magazines and of course the 'internet' make the put downs of women and of course young  girls and boys, so easily available to the general public. This is why magazines such as Zoo, Bizarre and Nuts are a dangerous first or second route into this abuse.
 
WHY SPECIFICALLY TESCO
 
Tesco is not the only store selling these mags. The reason they have been chosen is because they are the largest retailer in the UK. Tesco Shareholders AGM was picketed and Tesco has reportedly pledged to put the mags in 'modesty bags', on the top shelf and lastly tucked behind other adult material. 
 
Lads mags like Nuts and Zoo portray women as dehumanised sex objects. They fuel sexist behaviours and attitudes underpinning violence against women (our daughters, their daughters our sisters,mothers, aunts, female friends, i,e.50% of the population). By selling these magazines, superstores send out the message, its okay and normal to treat women as sex objects. Plus it is not only breaching equality legislation but in complete contradiction with Tesco's claim that it is a responsible corporate citizen and family friendly organistion. 
 
WHO

I hope you can also bring along your male friends, partners, sons etc. They have a vast investment in the respectful treatment of their sisters, fellow beings in this country and in this age. The main organisation around this countrywide protest is 'UK Feminista and Object'. (This is not a feminist issue, but we can thank feminism for bringing the threat of the continued dehumanisation of women, again to the fore). You wont be alone, many other Tesco stores will be picked on the 24th and you can see these details via the UK Feminista website.

Laura Sandys MP “Fracking Clueless”

Green Party Councillor Ian Driver, has accused Thanet South MP, Laura Sandys of being “fracking clueless”,  about plans to explore for shale gas in her constituency.
Said Driver “I contacted my MP Laura Sandys, on Tuesday 6th August   to ask her opinion about  fracking. Because she is promoting a “Grand Green Isle” vision for Thanet, which I support,  I wanted to find out what she thought about plans for exploring for shale gas  in her constituency which might lead on to fracking”.
“Laura replied to me on Wednesday 7th July saying there is no fracking in south thanet and no licence or application.  Two year ago there was an exploration bore hole which found no shale reserves in the area so no local issue at all”.
“ I was extremely surprised by her reply which  was both  dismissive and factually incorrect”.
“Coastal Oil and Gas Limited hold 4 current licences granted by the Department of Energy and Climate Change (DECC) to explore for shale gas in Laura Sandy’s constituency (1) . Her claim about the bore hole is also wrong. Coastal Oil and Gas were granted planning permission by KCC in December 2011 to drill test bore holes to explore for gas at Woodnesborough. I have checked with KCC and the company has not yet commenced any drilling work (2)”.
“I am at a loss to understand how an MP who claims  to have green credentials and who supports a “Grand Green Thanet Isle”, can be so fracking clueless about what is happening in her own backyard, especially something as important as fracking which more and more people are  become concerned and worried about.”
“The Green Party is the only major UK poltical party to oppose fracking (3). We will be actively opposing and campaigning against  fracking in Laura Sandys Thanet South constituency and anywhere else that this dangerous and damaging method of gas extraction takes place”.

“We challenge  Laura Sandys to publically state where she stands on this issue. Her constituents, who are very likely to be effected by fracking, have a right to know”

Thanet Council £3.3million Ferry Debt. Councillor Challenges Accounts

Green Party Councillor, Ian Driver, is challenging  Thanet District Council’s accounts for 2012-13
“Under the terms of the Audit Commission Act 1998, I will be  writing to the District Auditor and Council’s Chief Executive  to object to the Council’s management of the of the £3.3 million debt owed to the Council by Transeuropa Ferries and its associated companies”
“It is my belief that  the payment deferral agreement between Thanet Council,  TransEuropa Ferries and three other associated companies, which led to the running up of this astronomic debt, was unlawful. I also have extremely serious concerns about how the payment deferral process was managed by senior Council officers and politicians of both main parties. I am  particularly concerned about  the secrecy surrounding this agreement and possible breaches of the Council’s constitution”.
“I have met with the Council’s external auditors  today to ask questions about the accounts and to seek their guidance on how to formally object. I will be submitting my formal objections in the next few days and intend to publish a copy on my blogsite”.
“To formally challenge the Council’s accounts is an extremely serious matter which I am not taking lightly. However, I am convinced that Thanet Council  has acted unlawfully, has mis-managed public public money  and should be held to account for its actions”  
"Driver is  also complaining to the Information Commissioner about Thanet Council’s refusal to allow him  to see secret internal  documents relating to the TransEuropa debt. "For the past 10 weeks I have been asking  to see all the  Transeuropa debt documents. However, apart from minor and  insignificant documents,  the Council has refused my requests, which leads me to wonder what they have to hide.  I have now contacted the Information Commissioner and hope that he will order the Council to hand the documents over to me.  If he does, I will publish the documents and let the people of Thanet decide for themselves if their Council and Councillors have managed public money in a responsible way.

INDEPENDENT & UKIP COUNCILLORS PATHETIC ATTEMPT AT POLITICAL PUBLICITY STUNT AND ALL AT THE RATEPAYERS EXPENSE

Despite obvious reservations, in the interests of openness and transparency TDC councillors agreed to debate two motions put forward by Independent and UKIP members on Tuesday evening (6th August).
 
However, following the debate, the council quite rightly decided not to accept either motion and rejected them both, as the measures that were being called for had already been put in place by the council’s administration.
 
TDC Leader Cllr Clive Hart said “I’m afraid several Independent and UKIP councillors appear to have been duped into supporting the call for an extraordinary meeting of the council on Tuesday evening which was totally unnecessary.
 
There was nothing new proposed through the Independent / UKIP motions to council and Tuesday evenings extraordinary meeting of the council was a complete waste of ratepayer’s money.
 
Indeed, had the Independent and UKIP proposers spoken to me before submitting their motions I could have explained to them that the council is already meeting their expectations. This could have been done in just a few minutes over a quiet cup of tea. In any event, there was certainly nothing urgent discussed at Tuesday’s meeting that could not have been left until the next planned meeting of TDC.
 
Instead, many hours of leading officers, administrative staff and councillors time has been wasted staging what I believe was nothing more than an expensive publicity stunt for a few misinformed Independent and UKIP councillors who really should know better, and all at ratepayers expense.
 
It really was quite a pathetic and ridiculous state of affairs and although it took all five of the Independent and UKIP councillors to jointly call for the meeting, in the end, even those five failed to give both motions their full support. Worse still, through their intransigence, at one point all five actually voted for a motion which would have considerably weakened, not strengthened, existing financial management at the council." 
 
FACTUAL EXPLANATION:

Independent & UKIP motion to Council:
 
"That any debt owed to Thanet Council, including multiple debts owed by a single organisation and/or its subsidiaries, which exceeds £250,000 must be reported to a meeting of the Full Council along with a debt recovery plan at the earliest opportunity. Members of the Council will be entitled to ask questions about and comment on such debts".
 
Labour administration response: 
 
This was dealt with in paragraph 5.2 of the Budget Monitoring Report 2013/14 agreed at the last cabinet meeting on 1st August, which stated:
 
As the level of aged debt is an important indicator of the financial risk being carried by the Council it is proposed that the Financial Procedure Rules be amended to include the requirement to report to Council any debt owed by an organisation, or its subsidiaries, where it exceeds £150,000. The report will also include details of the debt recovery measures in place. Debt will only be reported after it has becomes 'aged', i.e. falls outside of the Council's standard payment terms of 90 days, to the next available ordinary council meeting.

(Note - the Independent / UKIP motion would have reduced existing monitoring procedures by £100,00).

This was dealt with through an email sent to all 56 councillors by the Monitoring Officer on 24th July, which stated:
 
Dear Councillor,
 
A request has been made by a Member to access the council’s records that form the 2012-13 accounts and associated items relating to the Transeuropa debt.
 
The Account and Audit regulations give all Members (and the public) the right to inspect and copy prime documents that are used in the formulation of the statement of accounts, and I am writing to remind you that the inspection period runs until 9 August 2013. If you would like to make an appointment to view any of the books of accounts, deeds, contract bills, vouchers and receipts relevant to the 2012/13 accounts please contact Sarah Martin for an appointment. 
 
In addition, the Transeuropa debt will be subject of an Overview and Scrutiny Working Party, where, in accordance with the Council’s constitution, requested background documentation will be made available to Members of the working party for review.

CABINET DEBATES DEBT REPORTING

In an Extraordinary Cabinet meeting held tonight (Tuesday 6 August) at Thanet District Council, Cabinet members debated two motions; one in relation to the reporting of multiple debts owed by a single organisation and the other relating to the inspection of documents, background papers and e-mails relating to the Transeuropa debt.  
Cabinet members confirmed that it had been previously agreed at the last Cabinet meeting (1 August) to inform Full Council of any outstanding debt exceeding £150,000 as part of the Budget Monitoring Report 2013/14. 
It was also confirmed by Cabinet members that the Account and Audit regulations give all members (and the public) the right to inspect and copy prime documents that are used in the formulation of the statement of accounts by appointment during the specified inspection period.  
In addition to this, as agreed at the Overview and Scrutiny meeting on 29 July, the Transeuropa debt will be the subject of an Overview and Scrutiny Working Party, where in accordance with the council’s constitution, requested documentation will be made available to the members of the working party for review. 
Leader of Thanet District Council, Cllr. Clive Hart said, “We are committed to transparency with regards to debts owed to the council and will ensure that appropriate information is available to those who wish to view it. It is not however, appropriate to release information that could affect commercial confidentiality and this is why the information regarding the Transeuropa debt has only just become available. Moving forward we have agreed to report all outstanding debts exceeding £150,000 to Full Council.”

Thanet Councillor Selected to fight European Elections 2014

Conservative District Councillor Julie Marson has been selected to represent the party in the South East Region at the European elections in 2014.

Cllr Marson, who is Shadow Member for Housing at Thanet District Council, said: “I am honoured and delighted to have been selected.  The Conservative Party has a very strong message on Europe.  We are the only party who will stand up for the national interest in the European Parliament and the only party committed to offering the British people a referendum on our continued membership of the EU.  I look forward to delivering that message throughout the South East.”

TDC Conservative Group leader Cllr Bob Bayford said “This is brilliant news. Julie has an intelligent, thoughtful and common sense approach to politics; qualities which seem in short supply at the European Parliament. With her committed approach to issues such as domestic violence and her European business background, she will be an outstanding representative”.


Laura Sandys said: “I am delighted that Julie Marson has been selected to run in next year’s European elections.  As a local councillor, Julie has proven herself to be hugely committed to serving those she represents.  The EU is a key concern for many of us and like me, Julie is keen to have an In/Out referendum on our membership.  She is a fabulous candidate who has my full support.”

5th Broadstairs Food Festival

Friday 4th  – Sunday 6th October 2013 

Now celebrating its fifth year, the Broadstairs Food Festival combines energy and enthusiasm for Kent produce with a passion for providing East Kent with a truly independent community festival.

Held annually in the picturesque seaside town, this is the highlight in East Kent’s food festival calendar, attracting between 40,000 and 50,000 plus visitors. The main action is a free entry 3-day Food Fair when the promenade and Victoria Gardens become home to over 100 food and drink stalls. There are artisan beers and ciders, Kent cheeses, organic and sourdough breads, stacks of preserves and chutneys and a host of hot food stalls.

Andy McLeish from the Michelin starred Chapter One restaurant, Locksbottom, will be headlining in the Kitchen Theatre on Friday 4th October.  

Other demonstrators will include local chefs and students of East Kent College, prime sponsor to the Festival.  

Festival favourite TV chef Dev Biswal from Margate's Michelin-listed Ambrette Restaurant, recently declared the ‘Best Indian Restaurant in Britain’ by Morrisons magazine, will again will again be demonstrating his cooking skills.  The Ambrette has also been name ‘Best Restaurant in Kent 2103’ in the Taste of Kent Awards.

“The Fayre celebrates, showcase and champions Kent’s food heritage and diversity from sea to shore, field to fork,” said Festival Director Jo Scott, who added, “The event promotes Broadstairs’ and Kent’s quality food businesses and restaurant, driving the county’s reputation as a progressive and exciting food destination.”

Bring the younger family members along to enjoy the free Children’s Workshop mornings with a variety of activities planned including bread and pizza classes. 

The Festival includes a number of fringe events in the days prior to the Food Fair. Back by popular demand is the Gala Supper on October 1st at East Kent College where the students plan, prepare and serve seven courses of fine dining. Local restaurateurs, cafe owners, musicians and the Thanet Film Club are joining in the spirit of the Festival.  Fringe events encompass poetry, film, music and of course, food!

About Broadstairs: Thanet’s Jewel in the crown Broadstairs. Situated on the north-east coast of Kent, Broadstairs, along with the neighbouring towns of Margate and Ramsgate are collectively known as the Isle of Thanet, separated from the rest of Kent by the Wantsum.   Broadstairs is regarded as the “Jewel in Thanet’s crown”.

Thanet has a heritage rich in agriculture, fishing and tourism.  A profusion of hop fields, cherry orchards and root crops gave Kent the title of the Garden of England.   Thanet Earth has been successfully, producing a range of salad crops in environmentally-friendly industrial sized hydroponics glasshouses.

Council step closer to Dreamland

Cabinet members agreed last night (Thursday 1 August) to authorise the making of a General Vesting Declaration (GVD) which will result in the transfer of the Dreamland site to Thanet District Council.
The GVD is the document that will enable the council to take final ownership of the area subject to the Compulsory Purchase Order.
The council has received legal advice to continue with the vesting process and not to delay this in light of the forthcoming Court of Appeal hearing.
Leader of Thanet District Council, Cllr. Clive Hart, said: “We have all shared the aspiration of seeing Dreamland return as part of Margate’s heritage and have all believed in its contribution to the wider regeneration of the district.
“The journey has been long and difficult at times and even now is not over with the current Court of Appeal Hearing due to be heard at the end of September. Last night’s decision however is a significant step towards the council’s goal to acquire the site and to the overall delivery of the project to create a world class visitor destination in Margate.”
The GVD has been prepared and sealed this afternoon (Friday 2 August). There is a requirement to notify the owners of the site that the GVD has been made, which will then trigger the start of a 28-day period, after which ownership of the site will vest in the Council.

60’s Night to support ‘Bruce The Shark’ in Rome or Bust!

Ramsgate couple, Lynne Hadley are at it again! Lynne and John Hadley from Lorne Road in Ramsgate are preparing to undertake their fourth driving challenge on behalf of Martha Trust. Martha Trust provide care and support for people with profound disabilities.
As part of the challengethe couple need to raise a minimum of £1500 and to help them do this they have organised a 60’s Charity night at Ramsgate Football Club on Friday 23rd August at 7.30pm. The evening includes a Fish and Chip supper and music from Local Band ‘Electric Tortoise’
60’s Fancy Dress is optional and there will be prizes for the best- Come along, join in the fun and help support this worthy cause.

 For this years challenge, the couple will drive their £200 car from England to Rome in just 3 days! Summer of sport 2013 activity programme

A bumper packed sports programme produced by Thanet District Council’s Sports department is available now to keep young people active, inspired and having fun this summer!
The programme includes details of the free or low cost sports activities that have been organised or funded by the council’s Sport 4 NRG team, as well as a range of alternative activities provided by local sports clubs.
Whether its traditional team sports, activities on the beach or something more alternative, the council’s sports programme has this summer covered!
From mainstream football to the inflatable kind, streetdance, beach volleyball, futsal or trying out Pipeline’s mobile skate park, the council is encouraging young people of all ages to get involved in sport this summer.
Want to make an event of it? Why not hire the beach sports court on Margate Main Sands for individual or group events. The dedicated court is suitable for beach volleyball, soccer and a whole range of other beach sports. It comes with access to changing rooms, portable floodlighting and a seating area to watch the action. For more information contact Colin on 577032.
To ensure that sporting opportunities across the district are available for everyone, the council has worked closely with local clubs and sports providers to ensure that activities are inclusive for people of all abilities. Working closely with Skillnet, the council has also developed a dedicated programme of activities for people with disabilities from Monday 29 July up to Friday 30 August.
The council’s Summer of Sport 2013 programmes can be picked up in local sports centres, libraries, Thanet’s Gateway plus (Cecil Street, Margate) and many other public places. Full details of the sports activities on offer are also available to view online at www.thanet.gov.uk/sport
Councillor Iris Johnston, Cabinet Member for Community Services said “We understand how important it is for our local families to find affordable activities for their children during the school holiday period.
“Our summer sports programme is packed full of activities throughout the summer providing all of the sporting events in one handy document.
“We’re committed to creating an active and healthier Thanet and hope that by continuing to support sport and physical activity we can really make a positive difference to the lives of our young people.
“With the legacy of the Olympics and major national events like the Beach Volleyball Finals taking place right here in Margate, we want to do all we can to continue to inspire younger residents in Thanet to get involved in sport.”
The council’s Sport 4 NRG programme attracted more than 3,000 attendances to events held last year.
